推动工业领域设备更新实施方案

推(tui)动工(gong)业(ye)领域大规模设备(bei)更(geng)新,有(you)利于扩大有(you)效投(tou)资,有(you)利于推(tui)动先进产能比重(zhong)持续提(ti)升,对(dui)加快建设现代化产业(ye)体系(xi)具有(you)重(zhong)要意(yi)义。为贯(guan)彻(che)落实党(dang)中(zhong)央、国务院决策(ce)部署,推(tui)动工(gong)业(ye)领域设备(bei)更(geng)新和技术(shu)改(gai)造,制(zhi)定如下实施方(fang)案。

一、总体要求

推动工(gong)业(ye)(ye)领域大(da)规模(mo)设备(bei)更新(xin),要以习近平(ping)新(xin)时(shi)代中国特色社(she)会(hui)主义思想为(wei)指导,深入(ru)贯彻党的二十(shi)大(da)精(jing)神,按照中央(yang)经济工(gong)作会(hui)议和中央(yang)财(cai)经委员(yuan)会(hui)第四次会(hui)议部署,统(tong)筹扩大(da)内需(xu)和深化(hua)供(gong)给(ji)侧结(jie)构性改革(ge),围绕推进新(xin)型工(gong)业(ye)(ye)化(hua),以大(da)规模(mo)设备(bei)更新(xin)为(wei)抓手,实(shi)施制(zhi)造业(ye)(ye)技术改造升级(ji)工(gong)程,以数字化(hua)转型和绿色化(hua)升级(ji)为(wei)重点,推动制(zhi)造业(ye)(ye)高(gao)端化(hua)、智能化(hua)、绿色化(hua)发展,为(wei)发展新(xin)质生产(chan)力,提(ti)高(gao)国民经济循环质量和水平(ping)提(ti)供(gong)有力支撑。

——坚持市(shi)场(chang)化推进。坚持全国统一大市(shi)场(chang),充分发挥(hui)市(shi)场(chang)配置(zhi)资源(yuan)的(de)(de)决定性作用,结合(he)工业领域各类(lei)设备更(geng)新(xin)差异化需求,依靠市(shi)场(chang)提供多样化供给(ji)和服务。更(geng)好发挥(hui)政(zheng)府作用,营(ying)造有利于企业技(ji)术改(gai)造和设备更(geng)新(xin)的(de)(de)政(zheng)策(ce)环境。

——坚持(chi)标(biao)准化引(yin)领。强化技术、质量、能耗、排放等标(biao)准制定(ding)和贯标(biao)实(shi)施,依(yi)法依(yi)规引(yin)导企业淘汰落后设备(bei)、使用先进设备(bei),提(ti)高(gao)生(sheng)产效率和技术水平(ping)。统(tong)筹考虑行(xing)业发展(zhan)和市(shi)场实(shi)际,循序渐进、有序推进。

——坚持软硬(ying)件(jian)一体化更(geng)(geng)新(xin)。主动(dong)适应和(he)引领新(xin)一轮科技革(ge)命和(he)产(chan)业变革(ge),积极推(tui)进(jin)新(xin)一代(dai)信息技术(shu)赋能新(xin)型工业化,在推(tui)动(dong)硬(ying)件(jian)设备更(geng)(geng)新(xin)的同时,注重(zhong)软件(jian)系统迭(die)代(dai)升级和(he)创(chuang)新(xin)应用。

到(dao)(dao)2027年(nian),工(gong)(gong)业(ye)领域(yu)设备投(tou)资规模(mo)较2023年(nian)增长25%以上,规模(mo)以上工(gong)(gong)业(ye)企业(ye)数(shu)(shu)字化(hua)研发设计(ji)工(gong)(gong)具普及率(lv)、关(guan)键工(gong)(gong)序数(shu)(shu)控化(hua)率(lv)分别超过90%、75%,工(gong)(gong)业(ye)大省(sheng)大市和重点园区规上工(gong)(gong)业(ye)企业(ye)数(shu)(shu)字化(hua)改造(zao)全覆(fu)盖,重点行业(ye)能效基准(zhun)水(shui)(shui)平(ping)(ping)以下产(chan)(chan)能基本(ben)(ben)退(tui)出(chu)、主要(yao)用能设备能效基本(ben)(ben)达到(dao)(dao)节能水(shui)(shui)平(ping)(ping),本(ben)(ben)质安全水(shui)(shui)平(ping)(ping)明显提(ti)升,创新(xin)产(chan)(chan)品加(jia)快推广应用,先进产(chan)(chan)能比重持续提(ti)高(gao)。

二、重点任务

(一(yi))实施先进(jin)设备更(geng)新行动

2.更(geng)新(xin)(xin)升(sheng)(sheng)级高(gao)(gao)端先进(jin)设备。针对(dui)航空、光伏(fu)、动力电池、生(sheng)物发酵等(deng)(deng)生(sheng)产(chan)设备整(zheng)体(ti)处(chu)于中(zhong)高(gao)(gao)水平的行(xing)(xing)(xing)业(ye),鼓励企业(ye)更(geng)新(xin)(xin)一批(pi)高(gao)(gao)技术、高(gao)(gao)效率(lv)、高(gao)(gao)可靠(kao)性的先进(jin)设备。重(zhong)点推动航空行(xing)(xing)(xing)业(ye)全面开(kai)展大飞机(ji)、大型水陆两栖飞机(ji)及航空发动机(ji)总装集成能力、供应链配(pei)套能力等(deng)(deng)建(jian)设;光伏(fu)行(xing)(xing)(xing)业(ye)更(geng)新(xin)(xin)大热场(chang)单(dan)晶(jing)炉(lu)、高(gao)(gao)线(xian)速小轴距多线(xian)切割机(ji)、多合一镀膜设备、大尺(chi)寸多主栅组(zu)件串焊机(ji)等(deng)(deng)先进(jin)设备;动力电池行(xing)(xing)(xing)业(ye)生(sheng)产(chan)设备向(xiang)高(gao)(gao)精度、高(gao)(gao)速度、高(gao)(gao)可靠(kao)性升(sheng)(sheng)级,重(zhong)点更(geng)新(xin)(xin)超声波焊接(jie)机(ji)、激光焊接(jie)机(ji)、注液机(ji)、分容柜(ju)等(deng)(deng)设备;生(sheng)物发酵行(xing)(xing)(xing)业(ye)实施萃取(qu)提取(qu)工艺(yi)技改(gai),更(geng)新(xin)(xin)蒸发器、离(li)(li)心机(ji)、新(xin)(xin)型干燥系统、连续(xu)离(li)(li)子交(jiao)换设备等(deng)(deng)。

(二)实施数字化转型行(xing)动

4.推(tui)(tui)广应用(yong)智(zhi)能(neng)制(zhi)(zhi)(zhi)造(zao)装备(bei)(bei)(bei)。以生(sheng)(sheng)(sheng)产(chan)(chan)作业(ye)(ye)、仓储物流、质量管控等(deng)环节改(gai)造(zao)为(wei)重点(dian)(dian),推(tui)(tui)动数控机(ji)床与基础制(zhi)(zhi)(zhi)造(zao)装备(bei)(bei)(bei)、增材制(zhi)(zhi)(zhi)造(zao)装备(bei)(bei)(bei)、工(gong)业(ye)(ye)机(ji)器人、工(gong)业(ye)(ye)控制(zhi)(zhi)(zhi)装备(bei)(bei)(bei)、智(zhi)能(neng)物流装备(bei)(bei)(bei)、传感与检测装备(bei)(bei)(bei)等(deng)通(tong)用(yong)智(zhi)能(neng)制(zhi)(zhi)(zhi)造(zao)装备(bei)(bei)(bei)更新。重点(dian)(dian)推(tui)(tui)动装备(bei)(bei)(bei)制(zhi)(zhi)(zhi)造(zao)业(ye)(ye)更新面(mian)向特定(ding)场(chang)景的智(zhi)能(neng)成套生(sheng)(sheng)(sheng)产(chan)(chan)线和柔(rou)性生(sheng)(sheng)(sheng)产(chan)(chan)单元;电(dian)(dian)子(zi)信息制(zhi)(zhi)(zhi)造(zao)业(ye)(ye)推(tui)(tui)进电(dian)(dian)子(zi)产(chan)(chan)品专用(yong)智(zhi)能(neng)制(zhi)(zhi)(zhi)造(zao)装备(bei)(bei)(bei)与自动化(hua)装配线集(ji)成应用(yong);原材料制(zhi)(zhi)(zhi)造(zao)业(ye)(ye)加快无人运输(shu)车辆(liang)等(deng)新型智(zhi)能(neng)装备(bei)(bei)(bei)部署应用(yong),推(tui)(tui)进催化(hua)裂化(hua)、冶炼(lian)等(deng)重大(da)工(gong)艺装备(bei)(bei)(bei)智(zhi)能(neng)化(hua)改(gai)造(zao)升(sheng)级;消费品制(zhi)(zhi)(zhi)造(zao)业(ye)(ye)推(tui)(tui)广面(mian)向柔(rou)性生(sheng)(sheng)(sheng)产(chan)(chan)、个(ge)性化(hua)定(ding)制(zhi)(zhi)(zhi)等(deng)新模式智(zhi)能(neng)装备(bei)(bei)(bei)。

5.加快建设智能工厂(chang)。加快新(xin)(xin)一代(dai)信息技术(shu)与(yu)(yu)制造(zao)(zao)(zao)(zao)(zao)全(quan)(quan)过(guo)程(cheng)(cheng)、全(quan)(quan)要素深度融合,推进制造(zao)(zao)(zao)(zao)(zao)技术(shu)突破、工艺创新(xin)(xin)、精益管(guan)理(li)、业(ye)务(wu)流程(cheng)(cheng)再造(zao)(zao)(zao)(zao)(zao)。推动(dong)(dong)人工智能、第(di)五代(dai)移动(dong)(dong)通信(5G)、边缘计(ji)算等(deng)(deng)(deng)新(xin)(xin)技术(shu)在制造(zao)(zao)(zao)(zao)(zao)环(huan)节深度应(ying)用,形成(cheng)一批虚拟试(shi)验(yan)与(yu)(yu)调试(shi)、工艺数字化(hua)设计(ji)、智能在线检测等(deng)(deng)(deng)典型场景(jing)。推动(dong)(dong)设备联网和(he)生产(chan)环(huan)节数字化(hua)链接,实现生产(chan)数据贯通化(hua)、制造(zao)(zao)(zao)(zao)(zao)柔性化(hua)和(he)管(guan)理(li)智能化(hua),打(da)造(zao)(zao)(zao)(zao)(zao)数字化(hua)车间。围(wei)绕生产(chan)、管(guan)理(li)、服务(wu)等(deng)(deng)(deng)制造(zao)(zao)(zao)(zao)(zao)全(quan)(quan)过(guo)程(cheng)(cheng)开展智能化(hua)升级,优化(hua)组(zu)织结构和(he)业(ye)务(wu)流程(cheng)(cheng),打(da)造(zao)(zao)(zao)(zao)(zao)智能工厂(chang)。充分发挥工业(ye)互联网标(biao)识解(jie)析(xi)体系(xi)作用,引导龙(long)头企(qi)业(ye)带动(dong)(dong)上下游企(qi)业(ye)同步改造(zao)(zao)(zao)(zao)(zao),打(da)造(zao)(zao)(zao)(zao)(zao)智慧供应(ying)链。

6.加强数(shu)(shu)字(zi)基础(chu)设(she)施建(jian)设(she)。加快工业互联网(wang)(wang)、物联网(wang)(wang)、5G、千兆(zhao)光网(wang)(wang)等(deng)新型(xing)网(wang)(wang)络基础(chu)设(she)施规模(mo)化部署,鼓励(li)工业企(qi)业内外网(wang)(wang)改造。构建(jian)工业基础(chu)算(suan)力(li)(li)(li)资源和(he)应用(yong)能力(li)(li)(li)融(rong)合(he)体系,加快部署工业边缘数(shu)(shu)据中(zhong)(zhong)心,建(jian)设(she)面向(xiang)特定场(chang)景的边缘计算(suan)设(she)施,推动“云边端”算(suan)力(li)(li)(li)协同发展(zhan)。加大(da)高性能智算(suan)供给,在算(suan)力(li)(li)(li)枢(shu)纽节点(dian)建(jian)设(she)智算(suan)中(zhong)(zhong)心。鼓励(li)大(da)型(xing)集团企(qi)业、工业园(yuan)区建(jian)立各具特色的工业互联网(wang)(wang)平台。

(三(san))实施绿(lv)色装备推(tui)广行动(dong)

7.加(jia)快生产设备(bei)(bei)(bei)绿(lv)(lv)色化(hua)改造。推动重(zhong)(zhong)点(dian)用能(neng)(neng)行(xing)业(ye)、重(zhong)(zhong)点(dian)环(huan)节推广应用节能(neng)(neng)环(huan)保(bao)(bao)绿(lv)(lv)色装备(bei)(bei)(bei)。钢铁行(xing)业(ye)加(jia)快对(dui)现(xian)有(you)高(gao)炉、转(zhuan)炉、电(dian)(dian)炉等(deng)全流程开展超低排放改造,争创(chuang)环(huan)保(bao)(bao)绩(ji)效(xiao)A级;建(jian)材行(xing)业(ye)以现(xian)有(you)水(shui)泥、玻璃(li)、建(jian)筑卫生陶瓷(ci)、玻璃(li)纤维等(deng)领域减(jian)污降(jiang)碳、节能(neng)(neng)降(jiang)耗(hao)为重(zhong)(zhong)点(dian),改造提升(sheng)原料制(zhi)备(bei)(bei)(bei)、窑炉控制(zhi)、粉磨破碎等(deng)相关装备(bei)(bei)(bei)和技术(shu);有(you)色金属(shu)行(xing)业(ye)加(jia)快高(gao)效(xiao)稳定铝电(dian)(dian)解、绿(lv)(lv)色环(huan)保(bao)(bao)铜冶(ye)炼、再(zai)生金属(shu)冶(ye)炼等(deng)绿(lv)(lv)色高(gao)效(xiao)环(huan)保(bao)(bao)装备(bei)(bei)(bei)更(geng)新(xin)改造;家电(dian)(dian)等(deng)重(zhong)(zhong)点(dian)轻工行(xing)业(ye)加(jia)快二级及以上(shang)高(gao)能(neng)(neng)效(xiao)设备(bei)(bei)(bei)更(geng)新(xin)。

8.推动重(zhong)点(dian)用(yong)能(neng)(neng)(neng)设备(bei)(bei)(bei)能(neng)(neng)(neng)效升(sheng)级。对照《重(zhong)点(dian)用(yong)能(neng)(neng)(neng)产品设备(bei)(bei)(bei)能(neng)(neng)(neng)效先进(jin)水(shui)平(ping)、节(jie)能(neng)(neng)(neng)水(shui)平(ping)和准入水(shui)平(ping)(2024年版)》,以能(neng)(neng)(neng)效水(shui)平(ping)提(ti)升(sheng)为重(zhong)点(dian),推动工业(ye)等(deng)各领域(yu)锅炉、电机(ji)、变压器、制冷供热空压机(ji)、换(huan)热器、泵等(deng)重(zhong)点(dian)用(yong)能(neng)(neng)(neng)设备(bei)(bei)(bei)更新换(huan)代,推广应(ying)用(yong)能(neng)(neng)(neng)效二级及(ji)以上节(jie)能(neng)(neng)(neng)设备(bei)(bei)(bei)。

9.加快应用(yong)(yong)固废(fei)(fei)处(chu)理(li)和(he)(he)(he)节水(shui)设备(bei)(bei)。以主要工业(ye)固废(fei)(fei)产生(sheng)(sheng)行业(ye)为重(zhong)点,更新(xin)改(gai)造(zao)(zao)工业(ye)固废(fei)(fei)产生(sheng)(sheng)量偏高(gao)的(de)工艺(yi),升级工业(ye)固废(fei)(fei)和(he)(he)(he)再生(sheng)(sheng)资源综合利(li)(li)用(yong)(yong)设备(bei)(bei)设施,提升工业(ye)资源节约集约利(li)(li)用(yong)(yong)水(shui)平(ping)。面向石化化工、钢铁、建材(cai)、纺织、造(zao)(zao)纸、皮(pi)革、食品(pin)等已出(chu)台取(用(yong)(yong))水(shui)定额国家标准的(de)行业(ye),推进工业(ye)节水(shui)和(he)(he)(he)废(fei)(fei)水(shui)循(xun)环利(li)(li)用(yong)(yong),改(gai)造(zao)(zao)工业(ye)冷(leng)却(que)循(xun)环系统(tong)和(he)(he)(he)废(fei)(fei)水(shui)处(chu)理(li)回用(yong)(yong)等系统(tong),更新(xin)一(yi)批冷(leng)却(que)塔等设备(bei)(bei)。

(四)实施(shi)本质安(an)全水平提升行动

10.推(tui)动石化化工老旧(jiu)装(zhuang)置安(an)全(quan)改(gai)造。推(tui)广应(ying)用连续(xu)化、微(wei)反(fan)应(ying)、超(chao)重力反(fan)应(ying)等(deng)(deng)工艺(yi)(yi)技(ji)术(shu),反(fan)应(ying)器(qi)(qi)优化控制、机泵预测性维(wei)护等(deng)(deng)数字化技(ji)术(shu),更新老旧(jiu)煤气(qi)化炉(lu)、反(fan)应(ying)器(qi)(qi)(釜)、精(jing)馏塔、机泵、换热器(qi)(qi)、储罐等(deng)(deng)设备。妥善化解(jie)老旧(jiu)装(zhuang)置工艺(yi)(yi)风险大(da)、动设备故障率高、静设备易(yi)泄漏等(deng)(deng)安(an)全(quan)风险,提升(sheng)行业本质安(an)全(quan)水(shui)平。

11.提升民爆行业(ye)本(ben)质(zhi)安全水平。以推(tui)动工(gong)业(ye)炸(zha)药(yao)、工(gong)业(ye)电子雷(lei)管生(sheng)产(chan)(chan)线(xian)技术升级(ji)改造为重点(dian),以危险作(zuo)业(ye)岗位无人(ren)化(hua)为目标,实施“机(ji)械(xie)化(hua)换人(ren)、自动化(hua)减(jian)人(ren)”和“机(ji)器人(ren)替(ti)人(ren)”工(gong)程,加大(da)安全技术和装(zhuang)(zhuang)备推(tui)广应用力度。重点(dian)对工(gong)业(ye)炸(zha)药(yao)固定(ding)生(sheng)产(chan)(chan)线(xian)、现场混(hun)(hun)装(zhuang)(zhuang)炸(zha)药(yao)生(sheng)产(chan)(chan)点(dian)及现场混(hun)(hun)装(zhuang)(zhuang)炸(zha)药(yao)车(che)、雷(lei)管装(zhuang)(zhuang)填装(zhuang)(zhuang)配生(sheng)产(chan)(chan)线(xian)等升级(ji)改造。

12.推(tui)广应(ying)用(yong)先进适用(yong)安(an)(an)(an)全(quan)(quan)装备(bei)。加大安(an)(an)(an)全(quan)(quan)装备(bei)在重点(dian)领域推(tui)广应(ying)用(yong),在全(quan)(quan)社会(hui)层面推(tui)动安(an)(an)(an)全(quan)(quan)应(ying)急(ji)监(jian)测预(yu)警、消防系(xi)统(tong)与(yu)装备(bei)、安(an)(an)(an)全(quan)(quan)应(ying)急(ji)智能化装备(bei)、个体防护装备(bei)等升(sheng)级改造与(yu)配备(bei)。围绕工业生(sheng)(sheng)产安(an)(an)(an)全(quan)(quan)事故、地震(zhen)地质(zhi)灾害(hai)、洪水灾害(hai)、城市(shi)(shi)内涝灾害(hai)、城市(shi)(shi)特(te)殊场(chang)景(jing)火灾、森林草原火灾、紧急(ji)生(sheng)(sheng)命救护、社区家庭安(an)(an)(an)全(quan)(quan)应(ying)急(ji)等重点(dian)场(chang)景(jing),推(tui)广应(ying)用(yong)先进可靠安(an)(an)(an)全(quan)(quan)装备(bei)。

三、保障措施

(一)加大财(cai)税支(zhi)(zhi)持。加大工业领域设备更新和技术改造财(cai)政支(zhi)(zhi)持力(li)度,将符合条件的重点项目(mu)纳入(ru)中(zhong)央预算内投资(zi)等资(zi)金支(zhi)(zhi)持范围。加大对(dui)节能节水、环(huan)境保护、安全生产专用设备税收优惠(hui)支(zhi)(zhi)持力(li)度,把数(shu)字(zi)化(hua)智能化(hua)改造纳入(ru)优惠(hui)范围。

(二(er))强化(hua)标(biao)(biao)(biao)准(zhun)引领(ling)。围绕重点行(xing)业(ye)(ye)(ye)重点领(ling)域制(zhi)修订一批节(jie)能降碳、环保、安(an)全、循环利用等相关(guan)标(biao)(biao)(biao)准(zhun),实施(shi)工业(ye)(ye)(ye)节(jie)能与绿(lv)色标(biao)(biao)(biao)准(zhun)化(hua)行(xing)动,制(zhi)定《先(xian)进(jin)安(an)全应急(ji)装备(bei)(推(tui)(tui)(tui)广(guang)(guang))目录》,推(tui)(tui)(tui)广(guang)(guang)《国家工业(ye)(ye)(ye)和(he)信息化(hua)领(ling)域节(jie)能降碳技术(shu)装备(bei)推(tui)(tui)(tui)荐(jian)目录》,引导企业(ye)(ye)(ye)对标(biao)(biao)(biao)先(xian)进(jin)标(biao)(biao)(biao)准(zhun)实施(shi)设备(bei)更(geng)新和(he)技术(shu)改造。

(三)加(jia)强金融(rong)(rong)支持(chi)。设(she)立(li)科技(ji)(ji)创新和技(ji)(ji)术(shu)(shu)改(gai)造(zao)专项(xiang)再(zai)贷款,引导(dao)金融(rong)(rong)机(ji)构(gou)(gou)加(jia)强对(dui)(dui)设(she)备更(geng)新和技(ji)(ji)术(shu)(shu)改(gai)造(zao)的(de)支持(chi)。发挥国家产融(rong)(rong)合(he)作平(ping)台作用,编制(zhi)工业企业技(ji)(ji)术(shu)(shu)改(gai)造(zao)升级(ji)导(dao)向计划,强化银企对(dui)(dui)接(jie),向金融(rong)(rong)机(ji)构(gou)(gou)推荐有融(rong)(rong)资需求的(de)技(ji)(ji)术(shu)(shu)改(gai)造(zao)重点项(xiang)目,加(jia)大(da)制(zhi)造(zao)业中长期(qi)贷款投放。

(四(si))加强(qiang)(qiang)要素保(bao)障。鼓励地方加强(qiang)(qiang)企业技(ji)术(shu)(shu)改(gai)造项(xiang)(xiang)(xiang)目要素资源保(bao)障,将技(ji)术(shu)(shu)改(gai)造项(xiang)(xiang)(xiang)目涉(she)及用(yong)地、用(yong)能等(deng)纳入优先保(bao)障范围,对不新增(zeng)土地、以设备(bei)更(geng)新为主的技(ji)术(shu)(shu)改(gai)造项(xiang)(xiang)(xiang)目,推广承诺备(bei)案(an)制,简化前期审(shen)批手续。

各(ge)地区(qu)工(gong)业和信息化(hua)主(zhu)管部门牵头(tou)负(fu)责本(ben)地区(qu)工(gong)业领域设备(bei)更新工(gong)作(zuo)组织实施,要完善(shan)工(gong)作(zuo)机制(zhi),做(zuo)好政(zheng)策解读,加(jia)强(qiang)协同配合,强(qiang)化(hua)央地联(lian)动,建立重点项目库,推动各(ge)项任务落实落细。
